I appreciate that they wanted to provide more options to play from but when you have numerous nations that simply can't do anything for 150 years it really does cause issues with the colonisation part of the game.The big problem is really settled tribes who get the worst of being a tribe without the upsideds of a migratory tribe and high centralization is pretty bad right now, small retinues with +50% maintaince cost is very nasty and no migrants either, only upside is eventually you can become a monarchy/republic.
